Support and processes for children & young people with complex & multiple needs

It is important that local services understand the needs of children and young people up to the age of 25 years, with a Learning Disability and or autism,  in their area, so that the care network can be proactive in making sure they receive the right support at the right time.

In Liverpool, there is small team of Dynamic Support Keyworkers with specialist knowledge and skills in working with people who have a Learning Disability and/or autism. By working together in partnership with the other agencies supporting families, Dynamic Support helps services to work more closely together to manage a person’s support effectively and ensure good outcomes in the community.

These four short animations help parents and carers understand the support available for children and young people with complex needs.

They explain how support works in Liverpool, especially when mental health needs may put a child or young person at risk of going into hospital. They cover how the Dynamic Support system helps children and young people (up to age 25) with autism and learning disabilities, and how families can get help quickly if concerns or risks start to increase.

  • What is Dynamic Support and Keyworking in Liverpool?
    An introduction to the national Transforming Care Programme and Liverpool’s Dynamic Support Team, showing how they can spot early signs of crisis, coordinate care, and make sure families feel listened to and supported.

  • What is a Care, Education and Treatment Review (CETR)?
    Explains how independent panels work with families and professionals to agree tailored action plans when a young person is at risk of admission (or already in hospital), ensuring support is put in place quickly.

  • What is Local Area Emergency Protocol (LAEP)?
    Describes urgent meetings that bring together professionals and families to prevent unnecessary hospital admissions and help children and young people stay in their communities where possible.

  • Multi-Agency Complex Needs Issue Resolution Process
    Shows how health, education, and social care services meet regularly to manage risks, agree care pathways, and remove barriers to support.
