Support and processes for children & young people with complex & multiple needs

The RAISE Mental Health Promotion Team, in partnership with the Dynamic Support Team, Liverpool Place, have developed a series of four animations explaining how children and young people with complex and multiple needs can be supported, particularly when mental health needs may put them at risk of hospital admission. This includes Liverpool’s Dynamic Support system, which helps children and young people up to the age of 25 with autism and/or learning disabilities, and explains how issues and risks can be escalated through the system.

The first animation, What is Dynamic Support and Keyworking in Liverpool? Introduces the national Transforming Care Programme and shows how the local Dynamic Support Team can help identify early signs of crisis, coordinate care, and ensure families of children and young people with autism and/or learning difficulties feel heard and supported.

 


What is a Care, Education and Treatment Review (CETR)? Explains how independent panels work with families and professionals to agree tailored action plans when a young person with autism and/or learning disabilities is at risk of admission—or already in hospital—ensuring support gaps are addressed quickly.


What is Local Area Emergency Protocol (LAEP)? Covers urgent meetings that rapidly bring together professionals and families to prevent unnecessary hospital admissions and keep young people in their communities where possible.


The Multi-Agency Complex Needs Issue Resolution Process shows how health, education, and social care services meet regularly to address increasing risks, agree care pathways, and resolve barriers.


Together, these animations highlight Liverpool’s commitment to timely, joined-up support that protects children and young people’s rights, improves outcomes, and keeps them safe, within their local communities.
